سياسة الجوار كآلية لتدعيم الإستراتيجية الأوروبية في المتوسط

Abstract

لقد كان لتحولات نهاية الحرب الباردة بالغ الأثر على إحداث هندسة إقليمية جديدة في المتوسط، أفضت مجموعة من المبادرات والترتيبات الجيوسياسية لاستيعاب تعقد التحولات الإقليمية والدولية المتسارعة والتكيف معها، خاصة مع حجم التحديات الجديدة التي صار يفرضها النسق المتنامي للعولمة، وهموما دفع بالإتحاد الأوروبي إلى تحديد التوجهات الأوروبية في المتوسط عبر تصميم مجموعة من السياسات المتتالية، منها سياسة الجوار الأوروبية التي تمحورت حول الاقتصاد ومسائل الطاقة، مكافحة الإرهاب والهجرة غير الشرعية، في سبيل خلق منطقة حاجزة بالأخص في جنوب المتوسط لضمان استقرار أمن أوروبا، وفي الأخير لا تعدوا سياسة الجوار الأوروبية أن تكون سوى أحد آليات الهيمنة الأوروبية على مناطق نفوذها التاريخية في منطقة المتوسط.
