The University "Mouloud MAMMERI" Tizi-Ouzou launches a consultation for: "Acquisition of a new light service vehicle" for the University Mouloud MAMMERI Tizi-Ouzou, within the framework of the operating budget 2023.
Imputation: chapter 21-17, article 01

Tenderers specializing in this field and interested in the present consultation are invited to obtain the specifications from the Sub-Directorate of Resources and Maintenance at the Mouloud Mammeri University in Tizi-Ouzou.

Tenders must include a technical offer, a financial offer and an application file. Each offer is inserted in a closed and sealed envelope, indicating the reference and subject of the consultation as well as the words "technical", "financial" or "application file", as appropriate. The three envelopes are placed in another anonymous envelope, marked: "TO BE OPENED ONLY BY THE TENDER OPENING AND EVALUATION COMMITTEE" and addressed to :

The documents required for the technical, financial and application offers are :

A/ Application file:
The application file must include the following:

 Declaration of candidacy, duly completed, signed, dated and sealed.
 Declaration of probity, duly completed, signed, dated and sealed.
 Copy of the company's articles of association.
 Documents authorizing persons to bind the company.
Any document enabling the capacities of candidates, bidders or, where applicable, subcontractors to be assessed:
- Technical capacity: human and material resources and professional references (List of personnel available to the company and their specializations, List of equipment in possession with supporting documents (purchase invoices) and A CNAS declaration attesting to the number of employees accompanied by a listing approved by the CNAS showing the dates of entry and exit of employees
 Copy of the trade register.
 Copy of tax identification number.
 Bank account number and address.
 Copy of tax assessment statement, audited or with payment schedule, dated less than one month before submission date.
 Up-to-date certificate issued by CASNOS and CNAS.

 Extrait du casier judiciaire dating less than three months from the date of submission.
 Attestation de dépôt légal des comptes sociaux.

B/ Technical offer:
 Declaration to be subscribed and declaration of probity which must be duly completed, dated, signed and sealed by the bidder.
 The technical data sheet for the proposed vehicle
 A commitment to delivery times
 A commitment to warranty times
 A commitment to the existence of an after-sales service network.
 These specifications, completed, dated, signed and initialled, preceded by the words "read and approved".

C/ Financial offer:

 A Letter of Tender duly completed, dated, signed and sealed.
 A Schedule of Unit Prices duly dated, signed and sealed.
 A Schedule of Quantities and Estimates duly dated, signed and sealed.

- The tender preparation period is set at EIGHT (08) days from
- 07/09/2023.
- Tenders may be submitted at the Sous Direction des moyens et de la maintenance of the Université Mouloud Mammeri Tizi Ouzou.

The opening of the bids will take place on the same day as the deposit deadline at 10:30 am at the Secretariat General 6th Floor (Rectorat) of the University Mouloud MAMMERI.

If this date coincides with a public holiday or legal day of rest (Friday or Saturday), the bid preparation period is extended to the next working day.

Bidders may attend the bid opening session if they wish.
