The University Mouloud Mammeri of Tizi-Ouzou has launched a national open invitation to tender with minimum capacity requirements, subject: "Acquisition and installation of equipment for the 2000/4000/10500-bed hall of residence of the TAMDA University Works Department".
The specifications are structured into 03 lots:
Lot n° 01: acquisition and installation of accommodation furniture,
Lot n° 02: acquisition of mattresses and accessories,
Batch no. 03: purchase of comforters and accessories.
Candidates may submit bids for one or more lots, depending on the nature of their business registrations, and may be selected for one or more lots. Candidates can obtain the specifications, in digital format, from the Université Mouloud MAMMERI - Tizi-Ouzou at the Vice Rectorat chargé du Développement, de la Prospective et de l'Orientation 5th floor, Tour rectorale, HASNAOUA 1.
CONDITIONS OF ELIGIBILITY :
Professional skills: to have a register whose activities are compatible with the nature of the lot(s) subject to tender.
Financial capabilities: the bidder must achieve over the last five financial years (2017, 2018, 2019, 2020, 2021) an average turnover: ≥ 1,000,000 DA for lot n°01; ≥ 500,000 DA for lot n°02; ≥ 200,000 DA for lot n°03.
Technical capabilities: the bidder's professional references supported by copies of certificates of satisfactory execution of contracts or orders for similar equipment and related to the nature of the lot, issued by public contracting authorities; amounting to: ≥ DA 2,000,000 for lot 01; ≥ DA 1,000,000 for lot 02; ≥ DA 500,000 for lot 03.
Tenders must include an application file, a technical offer and a financial offer.
The application file : a declaration of candidacy; a declaration of probity; a copy of the status(s) of the bidder, if it is a commercial company; documents relating to the powers of attorney empowering the persons to bind the bidder; attestations of origin of the equipment proposed and their certificates of conformity; copies of the balance sheets for the last five years (2017, 2018, 2019, 2020, 2021), accompanied by copies of the profit and loss accounts for the same period; bank references issued by the bidder's bank, accompanied by a solvency certificate issued after the publication of this call for tenders; the bidder's professional references, supported by copies of certificates of satisfactory execution of contracts or orders for similar equipment and related to the nature of the lot subject to tender, issued by public contracting authorities.
The technical offer: a declaration to be signed; a supporting technical brief for each lot in accordance with the models attached in the appendix to the specifications; the technical specifications supported by the originals of all technical documentation and written proof. The last page of the specifications must bear the bidder's stamp and signature, preceded by the handwritten words "Read and accepted".
The financial offer: a letter of tender; the unit price schedule; the quantitative and estimative details. Tenderers must submit their bids in a sealed main envelope bearing no external inscriptions other than the following:

This main envelope will contain 03 sealed envelopes bearing the montions indicated in the specifications: One envelope containing all the documents in the application file; One envelope containing all the documents in the technical offer; One envelope containing all the documents in the financial offer.
The tender preparation period is set at twenty (20) days from the date of first publication of the national open tender notice in national daily newspapers or BOMOP.
The date and time for submission of bids will be 17/07/2022 from 08:00 to 12:00. Tenders must be submitted to the Vice Rectorate in charge of Development, Prospective and Orientation, located on the 5th floor of the Rector's Tower, HASNAOUA I of the Université Mouloud MAMMERI-Tizi-Ouzou. Tenders will be opened at 1pm on 17/07/2022, in the meeting room (6th floor) of the Hasnaoua I rectoral tower. The bid validity period is equal to the bid preparation period plus 3 months from the bid opening date.
