The University Mouloud MAMMERI of Tizi-Ouzou is launching a national open invitation to tender with minimum capacity requirements, for the "Maintenance of Heavy Equipment in Laboratories and the Technological Hall of the University Mouloud MAMMERI - Tizi-Ouzou". The specifications comprise two (02) lots:

Lot 01: Maintenance of heavy equipment in the Technological Hall of the Faculty of Construction Engineering;

Lot 02: Maintenance of heavy equipment in the laboratories of the Faculty of Construction Engineering.

N.B: Bidders may bid for one or two lots and may be selected for one or two lots.

Qualified companies interested in this notice may obtain the specifications, in digital format, from the Université Mouloud MAMMERI - Tizi-Ouzou at the Vice Rectorat chargé du Développement, de la Prospective et de l'Orientation 5th floor, Tour rectorale, HASNAOUA I.

ELIGIBILITY CONDITIONS: To participate in this call for tenders, you must have :

Technical capacity: to have carried out at least once the object of the specifications or a similar object, justified by a certificate of good execution; Professional capacity: to have a trade register in the field of industrial maintenance, bearing the code 613128: "installation and industrial maintenance of all equipment, engines and materials", with the necessary means to enable it to honor its commitments in accordance with the provisions of these specifications; Financial capacity: to have an average turnover over the last five years of two million dinars (2,000,000.00 DA) or more.

Tenders, accompanied by the required documents, must be submitted in a sealed, anonymous envelope in the form of three separate files:

I. The application file contains:
The application declaration (completed, dated, signed and sealed); the declaration of probity (completed, dated, signed and sealed); the articles of association for companies; documents relating to the powers empowering persons to bind the company, financial capacities: balance sheets for the last five financial years approved by the tax authorities; and bank references; copy of the current trade register. N.B.: The successful tenderer must provide the documents justifying the information contained in the application declaration within a maximum of 10 days from the date of referral.

II. A technical offer: containing:
A declaration to be subscribed (filled in, signed, sealed and dated); description of parts and supplies (filled in, signed, sealed and dated); a supporting technical memorandum specifying: guarantee of spare parts and maintenance work, after-sales service, response and completion times; duration and number of people to be trained in maintenance and preventive maintenance of the equipment to be serviced, origin of spare parts; their technical characteristics and performance (enclose certificate of origin and conformity) and human and professional capacities; Commitment to warranty, after-sales service, training, response time and lead time, in accordance with the commitment form attached as Appendix V to the specifications; Support for spare parts description by visual means and prototypes on CD; the specifications bearing the handwritten words "read and accepted" on the last page.

III. A financial offer: containing:
The tender letter (completed, dated, signed and sealed); the unit price schedule (completed, dated, signed and sealed); the quantity and cost estimate (completed, dated, signed and sealed).

Tenderers must submit their bids in a sealed main envelope bearing no external inscriptions other than the following: Université Mouloud Mammeri, HASNAOUA I, Tizi-Ouzou.

"TO BE OPENED ONLY BY THE BID OPENING AND EVALUATION COMMITTEE".

NOTICE OF NATIONAL OPEN TENDERING WITH MINIMUM CAPACITY REQUIREMENTS N°01/UMMTO/VRDPO/2022
SUBJECT : " Maintenance des Equipements Lourds des Laboratoires et du Hall Technologique de l'Université Mouloud MAMMERI - Tizi-Ouzou ".

Lot N.. :

This main envelope will contain three sealed envelopes: One envelope containing all the application documents, marked "APPLICATION FILE"; one envelope containing all the technical offer documents, marked "TECHNICAL OFFER"; the other envelope containing all the financial offer documents, marked "FINANCIAL OFFER".

The tender preparation period is set at twenty (20) days from the date of first publication of the national open tender notice in national daily newspapers or BOMOP.

The deadline for submission of bids is 10.30 a.m. on the last day of the bid preparation period. If the last day coincides with a public holiday or a day of legal rest, the deadline for submission of bids is extended to the next working day.

Bids should be submitted to the Vice Rectorate in charge of Development, Prospective and Orientation, 5th floor, Rector's Tower, HASNAOUA I, Université Mouloud MAMMERI, Tizi-Ouzou.

The opening of bids is scheduled for the last day coinciding with the deadline for submission of bids at 11:00 a.m., at the meeting room (6th floor) of the Rector's Tower, HASNAOUA I. Bidders are invited to attend.

The bid validity period is equal to the bid preparation period plus 3 months from the bid opening date.

The deadline for submission of bids is 08/05/2022 before 10:30 am.
