The University of TIZI-OUZOU launches an open call for tenders with minimum capacity requirements for waterproofing work on the teaching and administrative structures of the various campuses of the University of TIZI-OUZOU.
Single lot: Waterproofing work on various blocks at HASNAOUA II, BOUKHALFA and TAMDA campuses

Eligibility requirements are :
Professional skills: The company must have a certificate of qualification and professional classification in building, category II (02) and above, with a specialization in waterproofing (to be justified with the valid trade register).
Technical capabilities: The company must have carried out three (03) projects similar to the subject of the specifications, including at least one membrane waterproofing project. This must be justified by at least three certificates of satisfactory performance issued by public contracting authorities.
The bidder must submit a Technical Data Sheet for the membrane to be used, in compliance with the Technical Data Sheet in these specifications, accompanied by a valid C.N.E.R.I.B (Centre National d'Etude et de la Recherche Intégrées du Bâtiment) opinion.
Financial capacity: At least average sales for the years 2017.2018.2019.2020 and 2021 > 20 million DA, as approved by the tax authorities).
N.B.: Receipts for certificates of qualification and professional classification will not be taken into account.

The application file contains: Declaration of candidacy duly completed, signed, sealed and dated; Declaration of probity duly completed, signed, sealed and dated; Articles of association for companies (copy); Documents relating to the powers empowering the persons to bind the company; Financial means justified by balance sheets (2017, 2018,2019, 2020 and 2021) Professional references of the company duly justified by attestations of good performance endorsed by the various public contracting authorities; Valid certificate of qualification and professional classification in building, category II(02) and above, with a specialization in waterproofing (to be justified with a valid trade register); List of justified human resources; List of justified material resources; Technical data sheet for the membrane to be used, conforming to the technical data sheet in these specifications, accompanied by the opinion of the C.N.E.R.I.B (Centre National d'Etude et de la Recherche Intégrées du Bâtiment).
The technical offer contains : Declaration to be subscribed duly completed, signed, sealed and dated. Documents used to evaluate the technical bid: a technical brief including the following documents: Nominative list of human resources, supported by declarations issued by the CNAS, diplomas and affiliations for technical supervisors, as well as work certificates justifying their experience. Material resources supported by valid vehicle registration documents, insurance and technical inspection certificates, and rental contracts (only for the rubble chute) for rolling stock, and purchase invoices and bailiff's report less than one year old for fixed equipment; Detailed schedule of work execution; The present specifications bearing on the last page the handwritten note "Read and accepted"; The site visit report signed, dated and sealed by the bidder and the project owner, plus the ground plans of the various blocks submitted by the latter. Trade register duly authenticated by the CNRC; (copy); Valid extract from the tax rolls or with schedule; Valid certificates of updating: CNAS, CASNOS, CACOBATPH; Valid criminal record of the manager; (copy); Tax identification number; (copy); Certificate of legal filing of company accounts (SARL, EURL, SPA, SNC).
The financial offer contains: Letter of tender duly completed in full, signed, sealed and dated; Unit price schedule duly completed, signed, sealed and dated; Quantities and estimates duly completed, signed, sealed and dated; Summary duly completed, signed, sealed and dated.

This main envelope will contain three other sealed envelopes: One envelope containing all the application documents, marked "APPLICATION FILE". One envelope containing all the technical bid documents, marked "TECHNICAL BID". The other containing all the financial offer documents, marked "FINANCIAL OFFER". Each sealed envelope must be identified as such.
The tender preparation period is set at (18) days from the date of first publication of the national tender notice in the national dailies or BOMOP, i.e. 10/05/2022.
Bids must be submitted on the last day of the bid preparation period, which coincides with the bid opening date, before 10:30 a.m. to the Vice-Rectorate in charge of Development, Forecasting and Orientation, 5th floor of the Rector's Tower at HASNAOUA I, UMMTO. If the eighteenth day coincides with a public holiday or a day of legal rest, the bid preparation period is extended to the next working day.
The bids will be opened in a public session, which the bidders concerned are invited to attend, on the last day of the preparation period at 11:00 a.m., at the headquarters of : UMMTO, meeting room, Tour Rectorale, HASNAOUA I, 6th floor.
The validity period of bidders' offers is equal to the offer preparation period plus 03 months from the date of opening of bids.
