Notice of consultation N° 01/UMMTO/VRDPO/2023

The University Mouloud MAMMERI - Tizi-Ouzou is launching a tender for the "Maintenance of scientific equipment Infrared spectrometer for the Physics and Chemistry of Materials laboratory at the University Mouloud Mammeri-Tizi-Ouzou . ".

      Interested suppliers can obtain the specifications (digital format) from the Université Mouloud MAMMERI - Tizi-Ouzou at the Vice Rectorat chargé du Développement, de la Prospective et de l'Orientation 5th floor, Tour rectorale, Hasnaoua I. 

Tenders, accompanied by the required documents, must be submitted in a sealed, anonymous envelope in the form of three separate files:

1. The application file contains :
2. Declaration of candidacy (completed, dated, signed and sealed) ;
3. Declaration of probity (completed, dated, signed and sealed) ;
4. Articles of association for companies ;
5. Documents relating to the powers of attorney of persons authorized to bind the company;
6. Financial capacity: balance sheets for the last three(03) financial years approved by the tax authorities, and bank references.

N.B.: The successful bidder must provide the documents supporting the information contained in the application within a maximum of 10 days from the date of referral.

1. A technical offer: which contains :
   1. A declaration to be completed, signed, sealed and dated;
   2. A detailed technical memorandum specifying :

• Spare parts and maintenance warranty ;
• Description of spare parts (completed, signed, sealed and dated) ;
• After-sales service;
• Response and completion times;
• The origin of spare parts; their technical characteristics and performance(attach certificate of origin and conformity);
• Human and professional skills ;
  3. Commitment to warranty, after-sales service, training, response time and lead time in accordance with the commitment form attached as Appendix IV to the specifications;
  4. Support for spare parts descriptions with visuals and prototypes on CD;
  5. The specifications, handwritten "read and accepted" on the last page.
• A financial offer : containing :

1. Tender letter (completed, dated, signed and sealed).
2. The unit price schedule (completed, dated, signed and sealed).
3. Quantities and estimates (completed, dated, signed and sealed).

Tenderers shall submit their bids in a sealed main envelope bearing no external inscriptions other than the following:

Université Mouloud Mammeri, Hasnaoua I, Tizi-Ouzou.

SUBJECT : "Maintenance of scientific equipment Infrared spectrometer for the Physics and Chemistry of Materials laboratory at Mouloud Mammeri-Tizi- Ouzou University. ".

This main envelope will contain three sealed envelopes:

1. An envelope containing all the application documents, marked "DOSSIER DE CANDIDATURE".
2. one containing all the technical bid documents, marked "TECHNICAL BID".
3. The other containing all the financial offer documents, marked "FINANCIAL OFFER".      

  Each sealed envelope must be identified as such.

        The tender preparation period is set at fifteen (15) days from the date of 13/09/2023.

The deadline for submission of bids is 11.00 a.m. on the last day of the bid preparation period. If the last day coincides with a public holiday or a day of legal rest, the deadline for submission of bids will be extended to the next working day.

Bids should be submitted to Vice Rectorat chargé du Développement, de la Prospective et de l'Orientation 5th floor, Tour rectorale, HASNAOUA I of the Université Mouloud MAMMERI de Tizi-Ouzou.

The opening of bids will take place on the last day coinciding with the deadline for submission of bids at 11:15 am. Bidders are invited to attend.

The bid validity period is equal to the bid preparation period plus 3 months from the bid opening date.
