The Université Mouloud MAMMERI de Tizi-Ouzou is launching a tender for "Advanced training" for its civil servants, as part of the 2022 operating budget.

The specifications are structured as a single lot: "Formation de perfectionnement au profit des fonctionnaires de l'Université Mouloud MAMMERI de Tizi-Ouzou"
Tenderers interested in this consultation are invited to obtain the specifications from the Sous Direction des Personnels et de la Formation (SDPF), located at the Rectorat de l'Université Mouloud lVlammeri de Tizi-Ouzou,
. Tenders must include a technical offer, a financial offer and an application file. Each offer is inserted in a closed and sealed envelope, indicating the reference and subject of the consultation as well as the words "Technical", "Financial" or "Application", as appropriate.
The three envelopes are placed in another anonymous envelope, bearing the words:
"A NE PAS OUVRIR QUE PAR LA COMMISSION D,OUVERTURE DES PLIS ET D,EVALUATION
DES OFFRES" and addressed to: Monsieur le Recteur de I'Université Mouloud MAMMERI de Tizi-Ouzou

The documents required for applications, technical and financial bids are as follows
A/ Application file
Declaration of candidacy duly completed, signed, dated and sealed
Declaration of probity duly completed, signed, dated and sealed
Copy of the company's articles of association.
Any document enabling an assessment of the applicant's or subcontractor's capabilities
a- Professional capability: qualification and classification certificates, approvals and quality certificates,
b- Financial capability: financial resources supported by balance sheets and bank references.
c- Technical capability: human and material resources.
5. Copy of current and valid trade register.
NB: the successful tenderer must provide the documents supporting the information contained in the application declaration within a maximum of 10 days from the date of referral ( article 69 of Presidential Decree n' 15-247 of September 16, 2015 regulating public contracts and public service delegations),
B/ Technical offer file
1. Declaration to be completed, dated, signed and sealed by the bidder,
2. A supporting technical brief specifying:
a- Description of the advanced training course;
b- Human resources;
c- Equipment;
d- Teaching resources;
e- Letter of commitment appended to the specifications.
3. Specifications completed, dated, signed and initialled, marked read and accepted.
C/ Financial offer file:
1. Tender letter duly completed, dated, signed and sealed
2. Unit price schedule duly dated, signed and sealed
3. Quantitative and estimative details duly dated, signed and sealed.
Tenderers have seven (07) days in which to prepare their bids, starting on 24/10/2022,
Tenders will be submitted on the last day of the tender preparation period, 30/10/2022 at 10:30 am, at the Sous Direction des Personnels et de la Formation ( SDPF ), located at the Rectorat de l'Université mouloud MAMMERI de Tizi-Ouzou.
If the last day coincides with a public holiday or a day of legal rest, the submission of bids and the opening of bids will be extended to the next working day. The opening of bids will take place on30/10/2022, at 10:30 a.m., at the meeting room located on the 6th floor - Rectorate of the University Mouloud MAMMERI Tizi-Ouzou.
NB: Bidders who wish to attend the bid opening session may do so.
