    The Faculty of Law and Political Science at the Mouloud MAMMERI University in Tizi-Ouzou has launched a call for tenders for "accommodation and catering services", within the framework of the 2024 operating budget , chapter 22-11 article 08.

The specifications are structured as a single lot:

 Single lot: Accommodation and catering services

    

 

In accordance with Article 46 of Law No. 23-12 of August 5, 2023 laying down the general rules governing public procurement, and Articles 62 and 65 of Presidential Decree No. 15-247 of 16/09/2015, regulating public procurement and public service delegations, the consultation notice will be publicly posted on the electronic public procurement portal of the Local Administration Department, by consultation letter and placed online on the website of the University Mouloud MAMMERI Tizi-Ouzou (www.ummto.dz).

 

Qualified bidders are invited to obtain the specifications from the resources and maintenance department of the Faculty of Law and Political Science at the Université Mouloud MAMMERI in Tizi-Ouzou.

 

              Tenders must include a technical offer, a financial offer and an application file. Each offer is inserted in a closed and sealed envelope, indicating the reference and subject of the consultation as well as the words "technical", "financial" or "application", as appropriate. The three envelopes are placed in another anonymous envelope, marked "A NE PAS OUVRIR" (DO NOT OPEN), to be opened by the bid opening and evaluation committee and addressed to:

For "accommodation and catering services".

 

A/ Application form

  • A completed, signed, dated and sealed declaration of candidacy; 
  • Declaration of probity duly completed, signed, dated and sealed ; 
  • Copy of electronic trade register ; 
  • Copy of company bylaws ; 
  • Copy of company approval ;
  • Copy of tax identification ;
  • Documents relating to the powers of attorney of persons authorized to bind the company;
  • Attestation de dépôt légal des comptes sociaux pour les sociétés commerciales dotées de personnalité morale de droit algérien ;
  • Bank account number and address ;
  • Excerpt from a tax roll or a tax schedule valid on the date of the bid by the bidder or the director ;
  • Tables of TCR income statements for the last three years, certified by the tax authorities;
  • Copies of evidence of satisfactory performance of similar services over the past three years;
  • CNAS and CASNOS update certificate ;

 B/ Technical offer :

  • List of specifications;
  • Declaration to be completed, signed, dated and sealed ;
  • Sealed, dated and signed list of company personnel and their specializations.
  • Sealed and signed capacity form.
  • Copy of the CNAS declaration attesting to the number of employees

C/ Financial offer

- Letter of tender completed, signed, dated and sealed.

- Unit price schedule signed, dated and sealed ; 

- Detailed estimate and quantity signed, dated and sealed ;

        A period of Eight (08) Days is granted to bidders to prepare and submit their bids at the Faculty headquarters from 17/01/2024.

 

Tenders must be submitted by 24/01/2024 at 10:00 a.m. to the resources and maintenance department of the Faculty of Law and Political Science.

       The bids will be opened on the same day as the deadline for submission, 24/01/2024 at 10:30 am at the headquarters of the Boukhalfa Tizi-Ouzou Faculty of Law and Political Science.

       Bidders may attend the bid opening session if they wish.

    The validity period for bids is equal to the bid preparation period plus three months from the date of bid opening.
