The Faculty of Human and Social Sciences of the "Mouloud MAMMERI" University of Tizi-Ouzou is launching a tender for the "Acquisition of stationery and office supplies" under the 2023 operating budget Chapter 22-13, Article 01.  

 The present consultation will be publicly posted and published on the website of the Université Mouloud MAMMERI de Tizi-Ouzou. www.ummto.dz

Qualified bidders are invited to collect the specifications from the facilities and maintenance department of the Faculté des Sciences Humaines et Sociales, Université Mouloud Mammeri de Tizi-Ouzou, Bloc C, 4th floor.

       In accordance with article 67 of Presidential Decree no. 15-247 of 16/09/2015 regulating public contracts and public service delegations, bids must include an application file, a technical bid and a financial bid. Each offer is inserted in a closed and sealed envelope, indicating the reference and subject of the consultation as well as the words "application", "technical" and "financial". The three envelopes are placed in another anonymous envelope, marked:"To be opened only by the bid opening and evaluation committee of the Faculty of Human and Social Sciences of the Université Mouloud Mammeri de Tizi-Ouzou" and addressed to :

Purchase of stationery and office supplies

The documents required for the application file, technical and financial offers are :

1-An application file containing

-Declaration of candidacy duly completed, signed, dated and sealed.

-Declaration of probity duly completed, signed, dated and sealed.

-For companies, a copy of the articles of association

-Copy of trade register showing activity in line with services requested

-Documents authorizing persons to bind the company.

-Any document that can be used to assess the capabilities of candidates and bidders.

-Any document that may help to assess the capabilities of candidates and bidders: Bank number and address

-Tax returns for the last three years, certified by the tax authorities

-Certificate of filing of company accounts issued by the CNRC National Trade Register Department

-Extract from the audited roll or schedule dated less than 03 months ago

-Professional references (copies of certificates of good workmanship for the last three years, signed by the client of public establishments).

2-Technical offer: containing

  • Declaration to be completed, dated, signed and sealed
  • Any document enabling the technical offer to be evaluated: a supporting technical brief and any other document required in application of the provisions of article 78 of the aforementioned Presidential Decree, namely:

- Delivery times (written commitment)

- Samples, or technical data sheets and/or photos of the proposed supply 

- Specifications must be completed, signed and initialled, and the last page must be handwritten (read and accepted).

3-A financial offer containing :

  • The bid letter duly completed, dated, signed and sealed by the bidder;
  • The unit price schedule completed, dated, signed and sealed by the bidder;
  • The bidder's completed, dated, signed and sealed estimate of quantities and costs;

      Bidders have eight (08) days from 03/05/2023 to prepare and submit their bids.

      The deadline for submission of bids is 10/05/2023 at 10:00 am at the Service Moyens et Maintenance of the Faculté des Sciences Humaines et Sociales of the Université Mouloud MAMMERI de Tizi-Ouzou, bloc C,4th floor, located in Tamda.

       The bids will be opened at 10:30 a.m. on the same day in the meeting room (Block C,3rd floor) of the Faculty of Human and Social Sciences of the Mouloud MAMMERI University of Tizi-Ouzou, located in Tamda, commune of Ouaguenoun.

     Bidders may attend the bid opening session if they wish.

The bid validity period is equal to the bid preparation period plus three months from the bid opening date.
