The Faculty of Human and Social Sciences of the "Mouloud MAMMERI" University of Tizi-Ouzou is inviting tenders for "Maintenance and repair work on aluminum joinery (Block E)", under the 2023 operating budget, heading: Chapter 22-18, Item 01.

The present consultation will be publicly posted and published on the website of the Université Mouloud MAMMERI de Tizi-Ouzou www.ummto.dz
Tenderers qualified in the field are invited to withdraw the specifications from the Faculty's resources and maintenance department In accordance with Article 67 of Presidential Decree No. 15-247 of 16/09/2015 regulating public contracts and delegations of public services, bids must include an application file, a technical bid and a financial bid. Each offer is inserted in a closed and sealed envelope, indicating the reference and subject of the consultation as well as the words "application", "technical" and "financial". The three envelopes are placed in another anonymous envelope, marked:"To be opened only by the Tender Opening and Evaluation Committee of the Faculty of Human and Social Sciences of the Université Mouloud Mammeri de Tizi-Ouzou" and addressed to :

The documents required for the application file, technical and financial offers are :
- An application file containing
- Declaration of candidacy duly completed, signed, sealed and dated.
- Declaration of probity duly completed, signed, sealed and dated.
- Valid certificate of qualification and professional classification in building, category I and above, with a specialization in aluminum joinery (to be supported by a valid trade register).
- Financial statements for the last 3 years (2020, 2021 and 2022)
- Articles of association for companies.
- Power of attorney documents.
- List of human resources to be made available for the project.
- List of material resources to be made available to the project.
- A technical offer: containing
- Declaration to be completed, signed, sealed and dated.
- The last page of these specifications bears the words "Read and accepted".
- Documents used to evaluate the technical offer:
A supporting technical brief including the following documents:
- Nominative list of human resources, supported by declarations issued by CNAS, diplomas and affiliations for technical supervisors, and work certificates justifying their experience.
- Material resources must be supported by vehicle registration documents for rolling stock and purchase invoices for fixed equipment, or notarized rental contracts;
- Deadlines and work schedule ;
- Trade register duly authenticated by the CNRC department
- Excerpt from a tax return that has been audited or has a valid payment schedule
- Up-to-date certificates: CNAS, CASNOS, CACOBATPH
- Manager's valid criminal record (copy)
- Tax identification number (copy)
- Certificate of legal filing of company accounts (SARL,EURL,SPA,SNC)
-A financial offer containing :
- The bid letter duly completed, dated, signed and sealed by the bidder;
- The unit price schedule completed, dated, signed and sealed by the bidder;
- The bidder's completed, dated, signed and sealed estimate of quantities and costs;
Tenderers have eight ( 08) days from 13/06/2023 to prepare and submit their bids.
The deadline for submission of bids is 20/06/2023 at 10:00 am at the Service Moyens et Maintenance of the Faculté des Sciences Humaines et Sociales of the Université Mouloud MAMMERI de Tizi-Ouzou, bloc C,4th floor, located in Tamda.
The bids will be opened at 10:30 a.m. on the same day in the meeting room (Block C,3rd floor) of the Faculty of Human and Social Sciences of the Mouloud MAMMERI University of Tizi-Ouzou, located in Tamda, commune of Ouaguenoun.
Bidders may attend the bid opening session if they wish.
The bid validity period is equal to the bid preparation period plus three months from the bid opening date.
