The Faculty of Human and Social Sciences of the "Mouloud MAMMERI" University of Tizi-Ouzou is launching a tender for "Cleaning costs for teaching and administrative areas" for the Faculty of Human and Social Sciences of the Mouloud MAMMERI University of Tizi-Ouzou, under the 2024 operating budget, heading: Chapter 22-18, Article 03.
The consultation notice will be publicly posted on the electronic public procurement portal, and put online on the website of the Université Mouloud MAMMERI Tizi-Ouzou (WWW.ummto.dz).
Tenderers qualified in the field are invited to collect the specifications from the Faculty's resources and maintenance department. In accordance with article 47 of Law no. 23-12 of 05 August 2023 laying down the general rules
relating to public contracts, bids must include an application file, a technical bid and a financial bid. Each offer is inserted in a closed and sealed envelope, indicating the reference and subject of the consultation as well as the words "application", "technical" and "financial". The three envelopes are placed in another anonymous envelope, marked: "To be opened only by the bid opening and evaluation committee of the Faculty of Human and Social Sciences of the Université Mouloud Mammeri de Tizi-Ouzou" and addressed to :

1) The application file contains:
Declaration of candidacy duly completed, signed, sealed and dated.
Declaration of probity duly completed, signed, sealed and dated.
Copy of company statutes for companies.
Copy of trade register
Copy of agreement with the CET
Copy of tax identification
Number and address of bank account
Copy of excerpt from the tax roll, audited or with schedule and dated less than one month before the date of submission.

- Technical capacity: human and material resources and professional references (List of personnel available to the company and their specializations, List of equipment in possession with supporting documents (purchase invoices) and A CNAS declaration attesting to the number of employees accompanied by a list approved by the CNAS showing the dates of entry and exit of employees.
2) The technical offer contains:
Declaration to be subscribed and declaration of probity which must be duly completed, dated, signed and sealed by the bidder.
Specifications filled in, dated, quoted and initialled, read and approved and marked "read and accepted" on the last page.
3) A financial offer containing:
The letter of tender duly completed, dated, signed and sealed by the bidders;
The unit price schedule duly completed, dated, signed and sealed by the bidder;
The bill of quantities and estimates duly completed, dated, signed and sealed by the bidder;
Tenderers have eight (08) days from 11/12/2023 to prepare and submit their bids.
The deadline for submission of bids is 18/12/2023 at 10:00 am at the Service Moyens et Maintenance of the Faculté des Sciences Humaines et Sociales of the Université Mouloud MAMMERI de Tizi-Ouzou, bloc C, 4 ème étage, located in Tamda.
Tenders will be opened on the same day at 10.30 a.m. in the meeting room (block C, 3rd floor) of the Faculté des Sciences Humaines et Sociales, Université Mouloud MAMMERI de Tizi-Ouzou, Tamda, commune Ouaguenoun.
Tenderers may attend the tender opening session if they wish.
Tenders are valid for the period during which they have been prepared, plus three months from the date of tender opening.
