Rules and regulations of the university library

The Rector of Mouloud MAMMERI University in Tizi-Ouzou :

  • In view of Executive Decree no. 03-279 of August 23, 2003, setting out the university's missions and specific organizational and management rules, as amended and supplemented;
  • In view of Executive Decree no. 89-139 of August 01, 1989 establishing the Université Mouloud Mammeri de Tizi-Ouzou, as amended and supplemented;
  • In view of Executive Decree no. 10-122 of May 4, 2010 on the special status of civil servants belonging to specific higher education bodies;
  • In view of the presidential decree of 07 chaoual 1442 corresponding to May 19, 2021 appointing Professor Ahmed BOUDA Rector of the University Mouloud MAMMERI of Tizi-Ouzou;
  • In view of the inter-ministerial decree of August 27, 1996, establishing the organization of the university library and the library of the university institute ;
  • In view of order no. 371 of June 11, 2014, on the creation, composition and operation of disciplinary boards within higher education establishments.
  • Having regard to Ministerial Order no. 755 of June 21, 2016 setting the terms and conditions for the application of the ban on smoking tobacco in establishments and structures falling under the higher education and scientific research sector.

On the recommendation of the Director of the University Library,

Promulgates the internal regulations of the university library

Title I: The university library

Article 1: The university library is a shared service whose essential mission is to provide students and teachers with the scientific and technical documentation they need for their teaching, educational and research activities.

Title II: Admission requirements

Article 2: Access to the library is reserved for teachers and students regularly enrolled at the Université Mouloud Mammeri de Tizi-Ouzou.

Article 3: Access to the library is subject to presentation of a student or professional card, valid for the current year and duly stamped by the Communications Department. This card is strictly personal. It will be confiscated if used by a third party.

Title III: Operation

Article 4: The library is open every day except Fridays and public holidays.       

Opening hours

For reading rooms :

Sunday to Thursday: 08H00 to 18H00

And Saturday: from 09H00 to 16H00

For loans :

Sunday to Thursday: 08H30 to 16H00

For the media library :

Sunday to Thursday: 08H00 to 18H00                                                                 

And Saturday: from 09H00 to 16H00

Article 5: During university vacations, the library provides a limited service, including external loans.

Article 6: The following are authorized to borrow books: teachers and students regularly registered with the university library.

Chapter 1: Interior loan :

Article 7: In the case of internal loans, the user may consult only one document at a time (book, thesis, journal, etc.).

Article 8: Documents must be returned no later than 15 minutes before the loan service closes, failing which penalties will be imposed (see article 20 of these rules).

Chapter 2: External loans :

Article 9: The loan period is 15 days.

Article 10: In no case may the number of documents to be loaned exceed one (01) for undergraduate students and two (02) for teachers and postgraduate students (02) and (03).

Article 11: Readers may request a one-week loan extension if the book is not in high demand.

Article 12 : The following are not eligible for external loans:

  • Usuals (dictionaries, encyclopedias, treatises, manuals, directories, bibliographies, indexes, library catalogs);
  • The theses ;
  • Periodicals (magazines, newspapers, etc.);
  • Prints, maps and plans;
  • Books available in a single copy.

Article 13: At the end of each academic year, to enable inventories to be compiled, loans are suspended and books must be returned at least ten (10) days before the summer vacations.

Article 14 : At the end of each academic year, a list of readers liable for payment is sent to the faculties concerned for the application of regulatory measures.

Article 15: A discharge attesting that the student is in good standing with the university library is required by the faculty before any withdrawal of diploma or transfer or transfer or retirement for teachers.

Title IV: Discipline

Chapter 1: Discipline within the university library

Article 16: Readers are required to comply with the rules of order and discipline by presenting one of the following documents at the entrance to the university library:

  • Map of the university library;
  • Student card;
  • Business card.

Article 17: In the reading room, it is strictly forbidden to:

  • Smoking;
  • Use the cell phone;
  • Access to balconies;
  • Making noise (laughing and talking out loud);
  • Consume food (beverages or other);
  • Play cards (and other board games);
  • Deterioration of premises and facilities;
  • Move tables and chairs from their usual place; Dirt the premises, throw papers or other objects on the floor;
  • Gather in the aisles.

Article 18: In order to preserve the university library's holdings, it is forbidden to :

  • Only reference books and periodicals are freely accessible.
  • Write on books or make annotations;
  • Tear out the pages;

Article 19: The reader must check the condition of the book to be borrowed on the spot and report any anomalies to the lending agent (missing pages, chapters, ....).

Article 20: Any delay in returning documents is subject to the following penalties:

A)- Internal loan:

  • From 01 to 03 days late: One (01) month's suspension;
  • From 04 to 07 days: two (02) months' suspension;
  • From 08 to 15 days: three (03) months' suspension;
  • And 16 days or more: six (06) years' suspension.

B)- External loan:

  • From 01 to 07 days late: one (01) month's suspension;
  • From 08 to 30 days late: Three (03) months' suspension;
  • From 31 to 90 days: Six (06) months' suspension;
  • More than 90 days: One (01) year's suspension.

In the event of a repeat offence, the penalty may be, depending on the case, permanent exclusion from university library services, subject to disciplinary proceedings in accordance with current regulations.

 C)- Quitus :

  • Discharge is issued only after expiry of the sanction period.

Article 21: Any library document (book, thesis, periodical, etc.) that has been lost or damaged through the fault of the reader must be replaced by the same document, or by one or more new documents on the same subject, at a price equal to or greater than the price of the lost document. The latter will be chosen in bookshops by the library services. If this is not the case, the document must be refunded in accordance with the refund scale applied by the library (see appendix).

Article 22: Any disruption of library operations will result, depending on the seriousness of the case, in a call to order by the head of the university library, a temporary or permanent ban on access, or referral to the university disciplinary board.

Chapter 2: Final provisions:

Article 23: A register of complaints and suggestions is available to users. This register may also be used to make proposals for the acquisition of titles not available at the university library.

Article 24: All users of the university library must comply with these regulations.

Article 25: The head of the university library and his staff are responsible for enforcing these regulations.

Article 26: These regulations are approved by the Rector of the Université Mouloud Mammeri de Tizi-Ouzou.

Appendix :

Regulations concerning penalties applicable in the event of loss or damage to university library documents.

For documents paid for in foreign currency, a conversion into dinar in accordance with the official exchange rate in force at the Bank of Algeria will be carried out before the penalty is applied.
