Concerning: "CONSTRUCTION WORK ON THE PHYSICO-CHEMICAL ANALYSIS TECHNICAL PLATFORM (CAMPUS TAMDA) AT THE UNIVERSITY OF Mouloud MAMMERI, TIZI-OUZOU".
The specifications consist of a single lot:
Single lot: Fitting-out and maintenance work
In accordance with the provisions of articles 39,40,42 and 44 of Presidential Decree No. 15-247 of September 16, 2015 regulating public contracts and public service delegations, the Université Mouloud MAMMERI de Tizi-Ouzou [NIF : 408 020 000 150 039], is launching an open invitation to tender with minimum capacity requirements for: "Travaux d'Aménagement des Premaux du Plateau Technique d'Analyse Physico - Chimiques (Campus Tamda) de l'Université Mouloud MAMMERI de TIZI-OUZOU".
Minimum eligibility requirements:
In accordance with Article 44 of Presidential Decree No. 15-247 of September 16, 2015 regulating public contracts and delegations of public services, this call for tenders is national open with minimum capacity requirements, open to companies operating in the construction field (category II or higher) with financial, technical, legal and regulatory capacity, in compliance with the legislation and regulations in force for the execution of the contract that is the subject of these specifications.
The conditions of eligibility are :
Professional skills: the company must have a certificate of qualification and professional classification category two II and above in the building sector as its main activity;
Financial capacity: to have at least an average turnover of the last 05 years (2016-2017-2018-2019-2020) higher than or equal to 2 million dinars which will be justified by the balance sheets of the last five years approved by the financial organization in this case the taxes (the average of the balance sheets of the last five years);
Technical capabilities:
-Have already carried out similar work, supported by certificates of satisfactory execution.
-Must have presented a detailed technical specification sheet for the resin to be produced, in line with the job description.
Qualified companies are invited to obtain the specifications in digital format from the Vice-Rectorate in charge of development, foresight and guidance, 5th floor, rector's tower, Université Mouloud MAMMERI-Tizi-Ouzou.
The contracting authority is free to extend the deadline for submission of bids by amending the bidding documents, subject to the provisions of article 10, in which case all the rights and obligations of the contracting authority and bidders previously linked to the original deadline will be linked to the new deadline.
- Contents of the bidding documents:
In accordance with Article 67 of Presidential Decree No. 15-247 of September 16, 2015 regulating public procurement and public service delegations, the bidding documents must contain:
1- An application file;
2- A technical bid;
3- A financial bid.
1) The application file contains :
- Declaration of candidacy duly completed, signed, sealed and dated.
- Declaration of probity duly completed, signed, sealed and dated.
- Articles of association for companies.
- Documents relating to the powers empowering persons to bind the company.
- Financial resources supported by balance sheets for the last five years (2017, 2018 and 2019).
- Valid certificate of qualification and professional classification of category II or higher, with building work as its main activity.
- List of human resources.
- List of equipment.
- Company's professional references (certificates of good execution issued by a public contracting authority).
- Resin data sheet.
2) The technical offer contains:
Documents for evaluating the technical offer:
- Declaration to be duly completed, signed, sealed and dated.
- A supporting technical brief including the following documents:
- Human resources supported by declarations issued by the CNAS, as well as diplomas and affiliation for technical staff.
- Material resources supported by vehicle registration documents and insurance for rolling stock and purchase invoices for fixed equipment, bailiff's report less than one year old, or notarized rental contract.
- Detailed work schedule.
- These specifications, the last page of which bears the handwritten phrase "Read and accepted".
- Site visit report, signed, dated and sealed.
- Trade register duly authenticated by the CNRC.
- Extract from the tax rolls, discharged or with a valid payment schedule.
- Attestations de mise à jour en cours de validité: CNAS, CASNOS, CACOBATPH).
- Tax identification number.
- Attestation de dépôt légale des comptes sociaux (SARL, EURL, SPA, SNC).
3) The financial offer contains:
- Letter of tender duly completed in full, signed, sealed and dated.
- Schedule of unit prices.
- Breakdown of quantities and estimates.
In accordance with Article 67 of Presidential Decree No. 15-247 of September 16, 2015 regulating public procurement and public service delegations, bids shall be submitted to the following address:

Bidders shall submit their bids in a sealed, anonymous main envelope bearing no external inscriptions other than the number, the subject of the invitation to tender, the name and address of the contracting authority and the words "To be opened only by the bid opening and evaluation committee".

"WORK TO FIT OUT THE PHYSICO-CHEMICAL ANALYSIS TECHNICAL PLATFORM (CAMPUS TAMDA) AT THE UNIVERSITY OF Mouloud MAMMERI DE TIZI-OUZOU.
This main envelope will contain three other sealed envelopes:
-The first envelope will contain all the application documents marked "APPLICATION FILE"
-The second envelope will contain all the technical bid documents marked "TECHNICAL BID"
-The third envelope will contain all the financial bid documents marked "FINANCIAL BID".
Each of the sealed envelopes must be identified as such.
If the outer envelope is not marked as indicated, the contracting authority will not be held responsible for the misplacement or premature opening of the bid.
In accordance with Article 77 of Presidential Decree No. 15-247 of September 16, 2015 regulating public procurement and public service delegations, bidders may not submit more than one offer per public procurement procedure.
The tender preparation period is twenty-one (21) days from the date of first publication of the national tender notice in national daily newspapers or the BOMOP. The date of first publication in national newspapers is 10/01/2022, the date for submission of bids is 30/01/2022.
The deadline for submission of bids is 10.30 a.m. on the last day of the bid preparation period.
N.B :
- If the twenty-first (21st) day coincides with a public holiday or a day of legal rest, the date for preparing tenders is extended to the next working day.
- Tenders must be submitted to the address specified above.
Tenders will be opened in a public session, which the bidders concerned are invited to attend, on the last day for submission of tenders, at 11.00 a.m., at the following address:

The bid opening and evaluation committee will prepare minutes of the bid opening session on the spot, Articles 70 and 71 of Presidential Decree no. 15-247 of September 16, 2015 regulating public procurement and public service delegations.
The validity period of bidders' offers is equal to the offer preparation period plus 03 months from the date of opening of bids.
