Charter for the use of UMMTO's institutional electronic messaging system

The Université Mouloud Mammeri de Tizi-Ouzou provides lecturers, students and doctoral students, ATS staff and various structures with an institutional electronic messaging service for "professional" use, enabling internal or external communication between the various users, in line with current technical standards for digital communication networks.

This charter sets out the legal framework. In particular, it recalls the application of Internet law in order to make users aware of their rights and responsibilities.

This Charter defines the rights and obligations that the Université Mouloud Mammeri de Tizi-Ouzou and the user undertake to respect, and in particular the conditions and limits of any controls on the use of the service.

Lastly, it draws attention to the existence of disciplinary sanctions applicable in the event of a breach of the rules laid down or referred to in the present charter.

Service description
The e-mail addresses provided by the Université Mouloud Mammeri de Tizi-Ouzou take one main form:

  • For staff : @ummto.dz
  • For functional or structural addresses : @ummto.dz
  • Users access their e-mail accounts after identification and authentication using a user name and password. These login details are known only to the user and must not be divulged to third parties, for any reason whatsoever.
  • Access to the services offered may be from equipment on the premises of the University of Mouloud Mammeri de Tizi-Ouzou or from any machine connected to the Internet.
    Compliance with legislation
  • The non-exhaustive reminder of the rules of law principally concerned by the use of the electronic messaging service proposed is aimed at the dual objective of making users aware of their existence and compliance with them, and thus reinforcing the prevention of unlawful acts.

The following in particular (but not exclusively) are prohibited and punishable by law:

  • Invasion of privacy.
  • Defamation and insult.
  • Encouraging the use of prohibited substances.
  • Incitement to crime, discrimination, hatred and violence.
  • Reproduction, representation or distribution of a work of the mind (e.g. photographic or literary excerpts) in violation of the rights of the author, the holder of neighboring rights and/or the holder of intellectual property rights.

Compliance with best practices

  • The user undertakes not to carry out, voluntarily, operations which could harm the operation of the messaging system. In particular, he/she undertakes to:
  • Do not develop, install or copy programs designed to bypass security and saturate resources.
    Do not introduce viruses.
  • The user undertakes to use the service as reasonably as possible. In order to facilitate the circulation of information, it is recommended that the subject of each message be explicitly indicated,
  • insert your name, position and authority as signatory in the text of the message sent, in particular using the "Insert signature" function.

Sanctions

Failure to comply with the rules laid down or referred to in the Charter may result in suspension of access to the service and disciplinary action, in addition to any legal or criminal penalties.
