The Université Mouloud MAMMERI - Tizi-Ouzou is launching a national open invitation to tender with minimum capacity requirements, for the "Acquisition and installation of Laboratory equipment for architectural workshop projects at the Université Mouloud Mammeri - Tizi-Ouzou".
These specifications comprise four lots:
Lot 01: Laser engraving and cutting machine for architectural model design
Lot 02: Large-format graphic document digitization equipment
Lot 03: Interactive didactic equipment
Lot 04: Audio-visual equipment for digital visual archives.
Bidders may bid for one or more lots and may be selected for one or more lots.
ELIGIBILITY REQUIREMENTS:
To participate in this call for tenders, you must:
1. Technical capabilities: have carried out at least once the object of the CDC or a similar object, justified by ABE ;

2. Professional capacity: to have a trade register in the field of manufacturing and/or selling scientific equipment, of the required quality and with the necessary means to enable it to honor its commitments in accordance with the provisions of the present specifications;
3. Financial capacity: to have an average turnover over the last five years of two million dinars (2,000,000.00 DA) or more.

Interested suppliers can obtain the specifications, in digital format, from the Université Mouloud MAMMERI - Tizi-Ouzou at the Vice Rectorat chargé du Développement, de la Prospective et de l'Orientation 5th floor, Tour rectorale, HASNAOUA I.
Tenders accompanied by the regulatory documents must be submitted in a single sealed and anonymous envelope in the form of three separate files:
A-Application file
1. Declaration of candidacy (completed, dated, signed and sealed);
2. Declaration of integrity (completed, dated, signed and sealed);
3. Articles of association for companies;
4. Documents authorizing persons to bind the company;
5. Financial capacity: balance sheets for the last three years, approved by the tax authorities, and bank references;
6. Copy of current business register.
B- Technical bid file
1. Declaration (completed, dated, signed and sealed);
2. Description of equipment (completed, dated, signed and sealed);
3. A supporting technical memorandum, completed for each lot, specifying:
- Equipment warranty;
- After-sales service;
- Equipment delivery and installation times;
- Duration and number of people to be trained in the use of the equipment to be delivered;
- Origin of the equipment to be delivered; its technical characteristics and performance (enclose certificate of origin and conformity);
- Human and professional capabilities.
4. Support the equipment description with visual aids and prototypes on CD.
5. Commitment to warranty, after-sales service, training and delivery and installation lead times in accordance with the commitment sheet contained in the specifications;
6. The specifications, handwritten "read and accepted" on the last page.
C- Financial bid
1. Tender letter (completed, dated, signed and sealed).
2. Unit price schedule (completed, dated, signed and sealed).
3. Quantities and estimates (completed, dated, signed and sealed).
Tenderers must submit their bids in a sealed main envelope bearing no external inscriptions other than the following:

APPEL D'OFFRES NATIONAL OUVERT N°01/UMMTO/VRDPO/2021
OBJET : " Acquisition et installation d'équipements de Laboratoire de projets d'atelier d'architecture de l'Université Mouloud Mammeri - Tizi-Ouzou ".

This main envelope will contain three sealed envelopes:
1. One envelope containing all the application documents, marked "APPLICATION FILE";
2. One envelope containing all the technical bid documents, marked "TECHNICAL BID";
3. The other containing all the financial offer documents, marked "FINANCIAL OFFER".
Each sealed envelope must be identified as such.
The tender preparation period is twenty (20) days from the date of first publication of the national open tender notice in the national daily newspapers or BOMOP.

The deadline for submission of bids is 10.30 a.m. on the last day of the bid preparation period. If the last day coincides with a public holiday or a day of legal rest, the deadline for submission of bids will be extended to the next working day.

Bids must be submitted to the Vice Rectorate in charge of Development, Prospective and Orientation, located on the 5th floor of the rectoral tower, HASNAOUA I of the Université Mouloud MAMMERI. Tizi-Ouzou.

Tenders will be opened at 11:00 a.m. in the meeting room (6th floor) of the Hasnaoua I rectoral tower, on the last day coinciding with the deadline for submission of tenders. Bidders are invited to attend.
The bid validity period is equal to the bid preparation period plus 3 months from the bid opening date.

NB: the deadline for submitting bids is 23/01/2022 before 10:30 am.
